In recent years, the Israeli insurance sector has undergone what has been described as a "revolution". Several key reforms, launched by the Insurance Comptroller at the Ministry of Finance, have led to substantial changes in many of the "ground rules" the industry has been operating under for many years.

For example, the recent reduction of up to 50% of the expenses ratio that insurance companies may deduct from life insurance premiums, has led to a drastic decrease in insurance agents' fees, causing a sharp drop in the sale of new life insurance policies and creating a substantial question mark as to the survival of many small and medium agencies; this in turn caused concern among leading life insurance companies regarding future life insurance revenues.

TASC's primary emphasis in this sector has been in assisting major insurance companies to enter new activities as a response to the increased market competition.
