Mr. Zinger focuses on financial and economic consulting, on the Public Sector, Industry & Defense and Transportation practices. He co-founded TASC after several years of work with a number of economic consulting firms. Mr. Zinger holds an MA in Economics from Tel-Aviv University.

Public Sector

  • Accompanied the Ministry of science and technology on Applied Research ROI analyzes.
  • Advised the Israel Government on the 922 decision regarding the Arab Sector
  • Built the strategic plans for the Convention center of Tel Aviv Municipality
  • Formulated the strategic plans for the subsidiary company Moriah and the city entrance district of Jerusalem Municipality
  • Advised Haifa Municipality on the implementation of Multi-Purpose Utility Tunnel
  • Built the strategic plan for the 1000 Dunam plot in Rishon LeZion Municipality
  • Accompanied Bnei Brak Municipality in the formulation of its strategic plan


Industry & Defense

  • Advised the Israel Space Agency (ISA) on its strategy for the upcoming and challenging years
  • Accompanied the Ministry of Defense (MOD) on numbers of strategic and financial issues including operation and maintenance of infrastructure, tendering methods and construction contracts
  • Built the strategic plan and pricing methodology for Shavit (a subsidiary company of MOD)
  • Accompanied the Ministry of Defense on large PPP projects
  • Assisted the MOD and the Ministry of Economics on the preparation of the Israel defense industry to current challenges
  • Formulated the strategic plan for the Israel Aerospace Industry (IAI), including growth engines and international expansion
  • Advised the IAI on market assessment in grooving markets and on the strategic planning of future Joint Ventures
  • Assisted the Prime Ministry Office in various issues
  • Advised TOR (a subsidiary of IAI & Elbit) in financial closing for the future training airplane IAF
  • Accompanied Elbit’s management in financial and strategic issues
  • Acted as a consultant for Rafael management regarding financial issues


Transportation & Logistics

  • Built operate transfer (BOT) for Cross Israel Highway and JLRT Jerusalem light rail
  • Restructured ZIM debt
  • Advised the Israel Port Company – private Terminal operators tender
  • Developed a subsidy agreement for the Israeli Railway Company within its privatization process and establishment a cargo subsidiary company
  • Developed the Ministry of Finance  methods and guidelines for the privatization of large infrastructure and other PPP projects
  • Built operate transfer (BOT) projects including Tel Aviv Fast Line, Carmel Tunnels, Desalination projects, power stations and others
