Assisting a mobile-network operator in an auction for 5G spectrum

TASC was asked to counsel a mobile network operator in an auction for 5G spectrum
  • Business Dilemma:
    Israel’s Ministry of Communications conducted an auction for 5G spectrum in August 2020. Prior to the auction, the mobile-network operators had to evaluate the auctioned spectrum value, develop a business plan for deployment of investments, and design a bidding strategy to win the desired amount of spectrum at minimal prices (considering the complicated auction design – Combinatorial Clock Auction).

 

  • Process:
    Our team cooperated with the client’s engineering team to assess a deployment plan; performed research on 5G use cases; built a 10-year business plan to decide Go/No Go and the auction’s value for the company; ranked all possible spectrum bundles in terms of network quality and economic impact; analyzed competitors’ preferences and assumed auction strategy;  and defined a comprehensive bidding strategy with a focus on risk management.

 

  • Strategic solution & impact:
    With the counseling of our team, the mobile-network operator participated in the auction, won the desired amount of spectrum and paid the lowest price of all the competitors.
